In situations such as retail, where a company will have many locations, the area manager would be classified as a B-level executive. There is nothing inherently wrong with B-level artists.

They present themselves and do their jobs competently and consistently. They often go unnoticed, do not form waves, and can increase their performance over time if developed conscientiously. But neither are they setting the world on fire with their contributions.
